Leveraging MRT infrastructure as a catalyst, the city government initiated the O9 Joint Development Project. Through urban plan amendments and an open public tender process, land previously designated solely for sports use has been transformed into a mixed-use precinct that integrates sports facilities, commercial spaces, residential units, and public services.
The core distinction of the O9 project lies in redefining the relationship between sports facilities and urban life. Building upon the existing site, portions of the Chungcheng Stadium grandstand structure are preserved and adaptively reused. Retail spaces, cafés and bars, cultural and creative venues, and co-working spaces are introduced, transforming a building once dedicated exclusively to sporting events into a public interface that supports everyday life. In this way, historical memory is naturally woven into the contemporary cityscape.
A signature feature of the project is a 600-meter-long elevated circular pedestrian promenade that connects the MRT station, sports facilities, and surrounding neighborhoods. Running, commuting, leisure, and social interaction are seamlessly interwoven, shaping a distinctive “active district” unique to Kaohsiung.
